Background
The Portuguese Association for Water Resources (APRH), which currently has 43 years of existence, continues to be an active structure fundamental to the protection and sustainable management of water resources. In fact, its positioning, with a strong connection to technical and scientific knowledge in the area, and which has always been the basis of its Members, has allowed the distinction of APRH in the sector, being this one of the main assets of the Association.
On the other hand, never before has Portuguese society been so alert and aware to the issues of preservation of the environment and natural resources, with concepts such as preservation, sustainability or circular economy starting to enter the common lexicon.
In this sense, it is the Northern Regional Center’s vision that APRH should strengthen its role as an informative agent and of consolidated technical and scientific discussion, broadening the spectrum of action and visibility, in a differentiated communicational logic. This aspect, it should be noted, has already been a focus of the National Steering Committee, highlighting, from the outset, the publication of a weekly newsletter, of general dissemination, where, in addition to the events and activities promoted by APRH, is also made a list of the main news related to the environment sector and water resources, more particularly. In addition, a systematic report of events is now also made available on the APRH website, where a summary of the event is made, highlighting the speakers and participating entities, as well as a short summary of the main content of the speeches. As an example, we refer to the Event Declaration for possible consultation of the declaration of the 8th Seminar of the North Region, held in December last year in Esposende and with the theme “Reuse of Treated Wastewater in the North Region. A challenge?”.
On the other hand, at the Northern Regional Center (NRN), the current Board, which is now re-elected, has sought to promote activities and events that may generate greater recognition of the APRH in the North Region, as well as an approach to its Members and potential new Members.
To this end, the NRN, in addition to participating in actions and seminars promoted by other entities, spreading APRH to other audiences, has sought to direct its intervention to the realization of events, in adequate numbers, on current, relevant and worthy of disclosure and discussion themes, in which it has been possible to count on the interest and adhesion of a considerable number of participants.
Objectives of the application
This application is the result of the will to continue and consolidate the work done in previous bienniums, seeking to increase the presence of APRH in the North Region, focusing on contact and discussion of technical and scientific problems of Water Resources among Members and institutions with interest in these areas.
Thus, the present application presents, as main objectives
- Consolidate and diversify the information dissemination channels, as well as increase the expression of APRH in the North Region;
- To foster cooperation with public entities of the Northern Region (Local and Regional Administration, Management Entities, Universities, etc.), including collaboration in common activities;
- Represent the Association before other bodies or institutions in the North region;
- Actively participate in the Council of the Northern Hydrographic Region;
- Promote a greater connection with the Associates, namely, obtaining suggestions, in the form of questionnaires, for example, as well as encouraging the completion of the Associate Profile on the APRH website
APRH WEBSITE; - Carry out actions to disseminate and attract new members, namely among higher education institutions and attend meetings/seminars/congresses;
- Increase the articulation with graduate and post-graduate students and teachers in the area of Water Resources of the Universities of the North region;
- Hold the 9th APRH-NRNorte Seminar in 2021;
- Promote specialized debate-sessions, such as “Late Afternoon Chats”, on key-issues on the theme of Water Resources;

Water with… past-present-future!
Water is a vital element for life and is also fundamental for the production of food, energy, navigation, recreation and for sustaining natural ecosystems. In this context, the Portuguese Water Resources Association (APRH) should have a leading role in the debate of the major issues that will condition the water resources theme in the coming years, with reference to the Sustainable Development Goals defined by the United Nations (Agenda 2030).
In the last triennium the Direction of the Regional Center of Portugal stimulated several activities that allowed the discussion and participation of several regional actors, where some of these actions involved the Specialized Commissions of APRH. This application to the APRH Center Regional Branch (APRH Centro) arises from the will to continue to give a contribution to APRH Centro.
Thus, the present candidacy to the APRH Center Regional Board has as a mission to continue to promote events that allow the debate, the disclosure and the implementation of actions that promote a good management of the Portuguese Water Resources and of the Center Region in particular. It is also the aim of this board to continue interacting with other similar associations and to be an active player in the analysis of problems and the choice of solutions related to the management and planning of Hydric Resources, as well as in the clarification and interaction with the technical-scientific environment and with the population, so that they have a better understanding of the issues associated with Hydric Resources.
In summary, the concrete objectives of the applicant Steering Committee are
To hold seminars, workshops, information sessions and training actions in different cities of the Central Zone, focusing on the main problems of Water Resources in these areas.
Promote the celebration of the National Water Day and the World Water Day in the Central Zone.
Represent APRH before other organizations or institutions in the central region.
Promote and strengthen the collaboration with APRH’s Specialized Commissions and with other entities, such as the Public Administration, Local Authorities, Educational Institutions, Public and Private Companies.
Increase the number of APRH members in the central region and mobilize them for an active participation in APRH Centro’s activities.

“more APRH, more and better WATER for everyone!”
1. Introduction
The Portuguese Water Resources Association, and specifically the Southern Regional Nucleus, as in article 2(1) of its statutes, “intends to stimulate the multisectoral and interdisciplinary treatment of issues related to the quantity and quality of water resources”. inland, estuary and coastal waters, both surface and underground, constituting a forum for professionals from different backgrounds and sectors of activity with intervention in the field of water resources”.
In order to stimulate innovation and, at the same time, mark the continuity of the basic values inherent to this scope of action, a proactive and open attitude to scientific, technical and civil society should be encouraged, promoting the dissemination, debate and clarification of all water sector stakeholders. The application program for the Directorate of the Southern Regional Nucleus of APRH and the rest of the team for the 2016/2017 biennium, which is presented, aims, after consolidating the steps taken in the two previous biennia, to maintain the work developed, giving some emphasis to new generations. An extensive program is not presented, but concrete, possible and tangible.
2. Guiding principles and actions to be taken
In compliance with APRH’s objectives and in accordance with paragraph 1 of article 18 of the association’s statutes, the Southern Regional Nucleus is responsible for promoting APRH’s activities and reinforcing its presence with regional and regional entities. locations in the south of the country involved in the field of water resources; to promote the discussion of themes and the resolution of specific problems in the southern region, namely with regard to the planning and management of water resources and to enhance and promote a training and information offer of a scientific and technical nature.
As objectives of this candidacy to the Regional Nucleus of the South of APRH for the 2016/2017 biennium we have:
Collaboration with the National Directorate in its activities planned for the Southern Region;
The maintenance of the APRH Southern Regional Nucleus in the Councils of the Alentejo Hydrographic Region and the Algarve Hydrographic Region;
Continuing to publicize the activities developed by APRH and attract new members.
The maintenance and reinforcement of external collaborations;
The promotion of technical visits, debate actions and moments of active participation;
Fostering the holding of a General Council Meeting in the district of Évora;
Fostering the 14th Water Congress in Alentejo; and
The holding of the VI Days on Water Resources.
We consider it extremely important to maintain the development of partnerships with public or scientific entities and/or organizations in order to organize and support activities that take into account the planning and management of water resources, in addition to activities that enhance and promote a training offer and informative of water resources in Portugal.
2.1 External collaborations
This application will maintain a strong commitment to the development of synergies with and between Higher Education Institutions, Municipal Councils and other public and private entities in the development of actions that allow the activation of civic and scientific development in order to allow a real development of the planning and management of the water resources in the southern region.
2.2 Actions to promote water resources
The objectives of this proposal are to provide promotion/training actions for 2nd and 3rd cycle schools, in order to transmit to future generations adequate information that promotes greater knowledge and sensitivity towards water resources.
2.3 Technical visits
We consider it important to have moments of interaction between the members of the Portuguese Water Resources Association and public and private companies and institutions in the southern region. In this way, we will try to develop technical visits and technical-social visits to infrastructures of relevant interest for the management and planning of water resources (urban water cycle, agricultural water cycle, hydraulic and river hydraulic management, hydrogeological management, etc…) .
2.4 VI Water Resources Conference
Holding of the VI Days on Water Resources, being one of the most relevant activities of the Southern Regional Center of APRH, above all for the impact it had with colleagues who carry out day-to-day work in the field of water resources, with high levels of participation, but also because of the topics addressed and developed, which in each edition has shown a concern to maintain a high technical and scientific content rxcentre24 in its sessions, in its speakers and debates, we will keep the Conferences, leaving for later the decision of the or the central topic(s) to be discussed, as well as the place and day(s).
2.5 XIV Water Congress
One of the main challenges for the Southern Regional Center for this biennium is the relocation, once again, of the Water Congress to the south of the country, namely to the Alentejo, which would be the first time. In this way, we intend to propose to the Executive Committee of the APRH, the joint realization of the XIV Congress of Water, assuming from the Southern Regional Nucleus a high commitment in the organization of the same (location to be defined later).
2.6 VII Iberian Congress of Soil Sciences (CICS 2016) and the VI National Congress of Irrigation and Drainage
The APRH Southern Regional Nucleus received, during the month of January 2015, an invitation from the Portuguese Soil Science Society to co-organize the VII Iberian Congress of Soil Sciences and the VII National Congress of Irrigation and Drainage. Thus, we propose to continue the work of the co-organization with SPCS, COTR and IP Beja, mentioning that the competitions will be held together from the 13th to the 16th of September 2016 in Beja, at the Institute’s facilities. Polytechnic of Beja.
2.7 Debate Sessions
These initiatives are intended to continue debating topics that are current and important for civil society. Topics such as the cycle
urban water supply, namely the privatization and concession of water or the verticalization of the “low” water distribution systems with the “high” supply systems, the hydrographic region management plans in terms of action plans, economy and safeguarding can bring or improve, among other topics.

Pursuant to paragraph 1 of article 17 of the statutes of the Portuguese Water Resources Association, the Regional Nuclei are structured into: Regional Assembly (minimum three members) and Board (with a maximum of five members).

4. Conclusion
This team that presents itself for elections is made up of a group of active, cohesive and highly motivated members, who intend, with this candidacy program, to aspire to a greater openness of APRH to researchers, technicians and the general public.
