RESUMO

A gesto eficaz e eficiente das infraestruturas hidrulicas que suportam os sistemas de abastecimento de gua, os sistemas de drenagem de guas residuais e os sistemas de drenagem de guas pluviais, relaciona-se com os procedimentos existentes nos diversos nveis organizacionais das entidades gestoras. O envolvimento transversal da estrutura e o compromisso dos colaboradores consideram-se elementos cruciais para a implementao de uma estratgia operacional integrada, que procure continuamente solues economicamente viveis, ambientalmente sustentveis e socialmente interessantes. Tendo em conta diversos contributos cientficos relacionados com a gesto de infraestruturas e atendendo importncia da sistematizao de dados reais, reala-se a pertinncia da estruturao de uma metodologia de Gesto Operacional de Infraestruturas Hidrulicas (GOIH) que vise a obteno de resultados expeditos, que auxiliem a explorao dos sistemas e apoiem a deciso.

Neste artigo aborda-se a metodologia de GOIH desenvolvida no mbito da tese de doutoramento intitulada "Gesto Operacional de Infraestruturas Hidrulicas" (Autor: Jorge Cardoso-Gonalves; Orientador: Jos Tentgal-Valente), que agrega conceitos de gesto patrimonial de infraestruturas hidrulicas (GPI), de gesto do risco (GR) e de gesto tcnica (GT).

Apresentam-se resultados da aplicao prtica desta estratgia operacional ao Sistema de Abastecimento de gua de Arouca (SAA-Arouca), onde se operacionalizaram as medidas propostas em Cardoso-Gonalves (2019), avaliando globalmente os ganhos de eficincia obtidos no perodo seguinte.

ABSTRACT

The effective and efficient management of the hydraulic infrastructures that support the water supply systems, the wastewater drainage systems and the rainwater drainage systems, are related to the procedures existing at the different organizational levels of the managing entities. The transversal involvement of the structure and the commitment of the employees are considered crucial elements for the implementation of an integrated operational strategy, that continuously seeks economically viable, environmentally sustainable and socially interesting solutions. Taking into account several scientific contributions related to the management of infrastructures and given the importance of the systematizing of real data, we realized the relevance of the structuring of a methodology for Operational Management of Hydraulic Infrastructures (GOIH) aimed at obtaining expeditious results, which help the systems exploration and support the decision.

This article deals with the GOIH methodology developed in the doctoral thesis entitled "Operational Management of Hydraulic Infrastructures" (Author: Jorge Cardoso-Gonalves1; Advisor: Jos Tentgal-Valente2), which aggregates concepts of asset management (GPI), risk management (GR) and technical management (GT).

We present results of the practical application of this operational strategy to Arouca Water Supply System (SAA-Arouca), where the measures proposed in Cardoso Gonalves (2019) were operationalized, globally evaluating the efficiency gains achieved in the following period.
